    Windwalker is a fast-growing, Boston-based contractor that provides exceptional training and professional service solutions to various federal and military clients. We are seeking a variety of FOIA Analysts to perform services on site with our client in Washington, DC.  This candidate provides processing and internal/external consulting services in support of MA-90’s administration of the FOIA/PA. Must possess a Juris Doctorate



    • Collect data in response to FOIA requests and protect Personally Identifiable Information by redacting information using Adobe Pro software and maintaining information in FOIAXpress.
    • Provide ad hoc and standard organizational support to include the gathering and compilation of information for the DOE and other government-wide calls for information. ● Analyze data collected and create formal responses to requesters, Senior Management, Congress, and to the DOJ (e.g., FOIA Annual and Chief FOIA Officer Report).
    • Perform risk analysis, applying the FOIA regulations, court decisions, and DOE policies and procedures.
    • Perform risk analysis concerning potential litigation and external stakeholders (monitor legislative and political environments for potential FOIA implications).
    • Provide DOE leadership with sound, quantitative and qualitative bases for making decisions regarding policy, operational and strategic choices.
    • Track case inquiries against deadlines to ensure reduction of backlog.
    • Maintain regular contact with DOE FOIA/PA contacts; work with the GC to ensure appropriate exemption application and to craft legally sound responses.
    • Coordinate with the Office of Hearings and Appeals to resolve appeals and legal challenges concerning FOIA requests.
    • Maintain records that contain confidential, sensitive and highly political information; Develop, maintain, and streamline filing and tracking systems and procedures.
    • Conduct both formal and informal general correspondence.
    • Operate a personal computer and other office equipment.
    • Work on special projects and perform related work as assigned.


    1. Weekly status reports with updates
    2. Draft responses to requesters and responses to senior management (as necessary)
    3. Provide recommendations for streamlining FOIA processing
    4. Keep case files updated in FOIAXpress 
    5. Conduct timely searches for responsive documents 
    6. Provide weekly updates to the FOIA Officer regarding status of cases


    Analyst I- 3 years minimum experience

    Analyst II- 6 years minimum experience

    Analyst III- 8 years experience

    Must have Juris Doctorate
